A heavy motor vehicle is a vehicle that weighs over 4.5t gross vehicle mass (GVM) or a heavy trailer over 4.5t aggregate trailer mass (ATM).

Heavy vehicle registration costs (excluding compulsory third party, administration fees and additional surcharges) are nationally set and depends on:
- vehicle type
- the number of axles.
And is made up of 2 components:
- a road use component contributing to cost recovery of road infrastructure that supports heavy vehicles; and
- a regulatory component that directly funds the cost of operating the National Heavy Vehicle Regulator.
The vehicle type and number of axles are reflected in the charge code listed on a heavy vehicle’s registration.

Prime mover
A prime mover is a short combination prime mover designed to tow 1 semi-trailer. A semi-trailer is a trailer that:
- has 1 axle group towards the rear
- is attached to its towing vehicle
- using a turntable or fifth wheel coupling
- in a way that results in some of the load being imposed on the towing vehicle.
A dolly and semi-trailer used together are regarded as 1 trailer.

Rigid truck
A rigid truck means a rigid motor vehicle built mainly as a load carrying vehicle. A load carrying vehicle means a vehicle designed and built to carry goods in addition to any fuel, water, lubricants, tools and any other equipment or accessories necessary for the vehicle’s normal operation.

- 2 axles—less than 1m apart are counted as 1 axle
- 3 axles—2m or less apart are counted as 2 axles
- 4 axles—less than 3.2m apart are counted as 3 axles
